So, I've just read the new HMG 'Amber Book', and have to admit I'm impressed. It is comprehensive and IMO provides a more encompassing - 'Whole of Society' cognizant - structure than the old CONOPS.
I find it reassuring that Cabinet Office 'get's it'.
