I think the point the founder of the ICE List is making is that shining a light on those who would rather wear a mask than show their faces can be effective to reduce the appetite of many of them to participate in the obnoxious activities in question

They exist, but now no longer enjoy the unbridled prevalence (respect even?) to wear their hoods and march widely which they had a century or so ago

The racist sentiments they stood for have in some ways been a torch passed to agents in ICE and more rabid followers of 'the orange cult'
