1. select option that you have a card
2. select option to for account info
3. press a few random buttons when asked to give ur card, wait until it transfers you to an agent
4. Request to file a complaint abt discriminatory practices

I guess it depends on what you've been doing? A bunch of friends got to it in the early-mid 10s, but I've solved puzzles they didn't get to until way later in the game. Very non-linear game, plus RNG will change what you focus on.
