ICE is only used to dealing with with immigration judges, they don't don't know how to obey when a real judge tells them to release someone from custody.

It's not just the number of kidnappings, it's that the kidnappings are completely illegal, resulting in habeas corpus petitions for release. Judges have been granting habeas petitions by the hundreds.

The unfathomable Minnesota transcript that must be read, as it tells the reality of America today "I am not white, as you can see," Julie Le — a government lawyer — told a federal judge on Tuesday. "And my family's at risk as any other people that might get picked up too ..."

Apparently ICE has no procedures or people in place to deal with habeas corpus petitions. The transcript is long, 46 pages, will maybe take a half an hour to read. Click on the word 'transcript' in this sentence.
