Perhaps France is also a special case. As you say, quite hierarchical & frozen due to paucity of funds
Yet I'm always surprised when someone is PI on 10 papers (or more) per year. Can't imagine working meaningfully on 10 projects+ all other asides every year
Few ppl remember maths beyond linear equations a couple of years after university

It's a big deal to ask them. They are not mathematicians
Not enough high paying jobs for mathematicians btw
I never understood how PIs that spend 5 min here & there in meetings can have their names on the paper as last author
In 99% of cases their contribution is not meaningful to the project. They are rewarded for being gatekeepers, life-or-death by funds allocation, but many times not by science

The publish metric is really bad
Apart from reproductibility there is a huge issue on the interest of published research. Some researchers basically spend their life publishing the same paper, marginally amended
