COP28: Finales Dokument zum Global Stocktake liegt vor. Wenn angenommen, ist COP-Beschluss:
- Abkehr (kein phase-out!) von fossilen Brennstoffen, möglichst stark bis 2030, mit Bezug zur Wissenschaft, was die Emissionspfade steiler macht

Gleich um 16h beginnt der letzte Trilog zum EU-Gaspaket. Gestritten wird um die Entflechtungsregeln für Gasverteilnetze: Die Komm forciert strikte Trennung von Produktion/Vertrieb vs. Netzbetrieb. Das EP ist gegen die Entflechtung, der Rat gespalten. Einigung dazu soll noch abends kommen.
