Clearly, that leaves quite a spectrum.

Russia isn't a failed state by my measure but it certainly isn't truly democratic or free.

Canada is both free and democratic, but I see our 'most vulnerable' daily on the street.

I'm racking my brain to think of a state that meets Chomsky's standard.

Sadly by that standard very few states have succeeded.

I guess my standard is more pragmatic - are the lights normally on all the time, the water drinkable, most of the people going about their usual daily business, the levels of repression and immiseration tolerable to a majority?

That's the sad part: there used to be a good (if never quite as 'great' as they imagined) alongside the worst. I loved travelling America. I worshipped at the church of rock 'n roll with Bruce Springsteen.

Now it's all just worst. And Bruce has to apologize for his country.
