Maxwell is a "naturalized" US citizen; however, due to the nature of her crimes, her citizenship can be revoked.

Maxwell was convicted of serious crimes, including sex trafficking of minors. Such convictions can serve as grounds for denaturalization.

State Emergency Response Team Chief Ian Gadea-Guidicelli says that the facility is operated by the Division of Emergency Management, and that it's holding people under a 287(g) agreement. He attaches 9 such agreements to his declaration. None are with DEM.
