I think hidden information can play into this - players can have different perceptions of the odds of winning based on what they know that others don't. Texas hold em heavily plays on this. Hidden goals in Wingspan and lots of other games introduce uncertainty, which is definitely exciting!

Do any board game folks know of worker placement games that include private + secret worker spots? Can't think of any offhand and a quick search isn't yielding much.
