We show that the role of autocracies in multilateralism is one of hollowing out the system from within. We demonstrate our framework in the field of internet governance.

02.07.2025 04:58 β π 1 π 0 π¬ 1 π 0Autocracies achieve hollow multilateralism via two strategies. First, autocracies promote shallow international standards of international law that do not include a commitment to implementation.

In @iajournal.bsky.social, @debremaria.bsky.social and I show the emergence of hollow multilateralism, whereby autocracies use the rules and principles of the liberal international order to hollow out the system from within. A short article of mine on civil-military relations and democratic backsliding had been accepted for publication in the journal "Connections".
Then I received an email that the editors can't publish the paper unless I "remove the case study/examples of the United States" (1/x)

I will be working with Co-Investigator @tomokotkhsh.bsky.social on the role of China in 'democratizing' global governance. With @debremaria.bsky.social, I will be writing a book manuscript that brings qualitative and quantitative research designs together in a comprehensive framework.
11.03.2025 07:31 β π 2 π 0 π¬ 0 π 0I argue that this type of multilateralism is hollow: the promotion of multilateralism by authoritarian regimes is a fig leaf to use the rules and principles of the liberal international order to hollow out the system from within

In this four-year project, I will assess how autocracies are increasingly pushing for new norms and institutions that challenge conventional notions of multilateralism.

We live in an age of rising authoritarianism. Many assume that regional organizations (ROs) are key to help protect democracy and human rights - but what if they do the opposite?
Congratulations! Happy itβs out!
