By using liberal language, they disguise their strategies as they promote multilateral cooperation. We show that the role of autocracies in multilateralism is one of hollowing out the system from within. We demonstrate our framework in the field of internet governance.

New project! Happy to be granted the Grant-in-Aid for Scientific Research (B) by the JSPS for my project on hollow multilateralism. In this four-year project, I will assess how autocracies are increasingly pushing for new norms and institutions that challenge conventional notions of multilateralism.
