It's taking longer than necessary because the political class have bought in to brexit now and don't seem able to change their collective minds.

The economy is trying to rely on fewer young people to support more old people, which means a smaller slice for young people.
Regardless, the minimum wage should be a living wage so the taxpayer isn't subsidising business.

The youth need to work for less because otherwise the old people can't live off their output.
