Senate Democratic staff released a report detailing serious allegations and concerns about the Trump administration’s DOGE program. Multiple whistleblowers, including former SSA Chief Data Officer Chuck Borges, claimed DOGE personnel uploaded the NUMIDENT database —containing Social Security numbers and sensitive personal details of every American— into an unmonitored cloud environment. They alleged a 19-year-old staffer, previously fired for a data leak, was involved. Internal SSA risk assessments had flagged the move as carrying up to a 65% chance of catastrophic impact. Site visits by Senate investigators to SSA, GSA, and OPM revealed locked rooms, offices converted into bedrooms, and windows covered with trash bags. Officials resisted oversight, often claiming not to have keys or denying DOGE’s existence altogether. Security around DOGE spaces was unusually tight, with armed guards; yet many offices appeared empty and staff were reportedly teleworking under special exemptions. Democrats warned of risks to the integrity of Social Security data and national security if adversaries accessed the database. Agency leaders, including SSA Commissioner Frank Bisignano, denied that any breach had occurred, insisting the data remained on secure monitored servers. OPM similarly dismissed the allegations as baseless. Still, the Senate report concluded that DOGE was operating with secrecy, evading oversight, and bypassing cybersecurity safeguards, calling for the cloud environment to be shut down immediately until compliance with federal law is certified. The report underscores growing partisan tension over DOGE, with Republicans defending its work and Democrats warning of reckless, unqualified personnel handling the country’s most sensitive data.
