Banning users from a State is very much complying with the law. Even make a partnership with Proton VPN that has a free plan that isn't shady. (Unless they also ban companies from saying that, but seems against 1st amendment)

Either they comply and enable this trend by giving it more credibility (see users don't mind, neither do company). Or they resist and everyone use a VPN. And don't legitimise this law .And make it a failure for state legislators.
