There are different things going on. Even the most generous evaluation finds GD being entirely deferential to the Kremlin.
That's not to say that the Kremlin instructs every step.
What we are seeing in Georgia in my view is best called "nihilistic totalitarianism" -- the attempt to remake and subjugate a society, with no positive vision.
