I'm puzzled by Reeves' 'iron clad fiscal rules'. I thought operational spending had to be funded by tax receipts, while infrastructure development could be financed by borrowing. So why is some infrastructure - third Heathrow runway - okay, while the 40 hospitals have been pushed back to mid 2030s?
