I don't see what the big deal is with this at all. This is how the Westminster system works and worked in Canada for decades, and the Constitutional clearly states a maximum 5 year term. Fixed election dates are an Americanism that is incompatible with Westminster parliamentary democracy.

The other three conferences are so much smaller (ATL 5 teams, Canada West 6 teams, QC 6 teams) so 4 spots make sense for them. Ontario is 7 of 11.

I would never recommend coming to Manitoba in winter, but Winnipeg is gorgeous in the summer and a great place to visit.
Polar bears at the Zoo, warm summer evenings for baseball or football, world-class cottage country 60-120 minutes away, and Folklorama in August. Plus museums and an arts scene.
