Most likely reason being the boiler was massively over-sized at 18kW, only being able to modulate down to 5kW, whereas I calculated the home heat lost at -2C of about 5.5kW.
So the boiler cycled constantly except in the coldest conditions. Nameplate efficiency != Installed efficiency.

This makes sense to me, when I was modelling the ROI before my heat pump was installed I used the manufacturer efficiency of the gas boiler of 89.9% and heat pump of 365%. This meant a 4x efficiency gain and a spark gap problem. As it is the boiler was probably more like 75% efficient.
