I don’t think that’s correct. The law defines “covered lapse in appropriations” to mean “any lapse in appropriations that begins on or after December 22, 2018.” It has nothing to do with the CR. It’s just a provision to prevent people from making claims for back pay for shutdowns from decades ago.

This feels like evidence Trump's aides are deliberately gaslighting him, which is unfortunately very easy to do with dementia sufferers (Trump did it to his father) and which aides are using to seize control of the US military for their own purposes.

I would make one minor modification. Miller is hoping that somebody kills an ICE agent to have an excuse to escalate the existing civil war which Trump,is already waging against the American people..
