That specific case is purely a TR issue, it's their choice to allow non-TR residents to vote. If you restrict voting rights of non-residents that could be (depending on each country's constitution) seen as creating 2 classes of citizens, ie breaching equality before the law.

Isn't this already the case for EU elections? For national/local elections, each country can decide who they allow to vote, residents or not.
