The warp scrambles communications all the time, and in-person messengers are extremely common in war zones throughout the lore for various reasons. I could see a narrative campaign where faction specific rules come into play and differences in language and technology cause delays.

Also my 40k-saturated brain immediately started thinking of running an invasion campaign that used this sort of rule set for commanders to organize tabletop battles...
