The problem, to my understanding, is that charging him with criminal contempt in federal court allows for a presidential pardon. Charging him with civil contempt only allows for fines until he complies.

Every morning I read the news. Every evening I watch an episode of The West Wing. Hopefully 156 episodes are enough to get me through this.

That way, if trump wanted to reverse it, he'd have to disappoint all those families and reinstate all that debt.
