I remember when the California legislature couldn’t pass a budget in time for the new fiscal year. Then voters passed Prop 25 which tied lawmaker pay to an on-time budget. Each day the budget was late they permanently forfeited their pay. Made a big difference in getting a budget passed each year.

you should also draw attention to the Speaker adjourning the House during the shutdown but they’re still getting paid. They get a paid vacation while federal employees will be unpaid, even those not furloughed. Even the military will be unpaid while one side of the House hides.
