Dual purpose arenas tend to be more challenging to create/maintain good ice because they have to factor in insulation and condensation when used for another purpose.

If equally resourced, single purpose should be better than duel purpose.

I think that a mixed technique works best. The initial wash in the pot seems to get me most of the way there, then a rinse in the colander that gets the remainder off. Think of it like washing clothes. There’s always a rinse after the soak.

That’s your problem imo. Put the rice in the colander and run water through it. Fine to do an initial soak/agitation in a pot of cold water. But strain it through a colander and rinse it with water from the faucet through the colander and you should not have any issues getting it to run clear.
