3) Demand cuts to vital programs that help millions.

Why didn't the Dems plan to disrupt this speech one person at a time, instead of just one? If each disruptor insisted on being carried out, one at a time, they could have significantly disrupted the entire speech and caused quite a spectacle. Why was this concept dismissed?
