This one might be weird to some because "Civil Defense" has basically been dead in Canada and the USA since the 1960s.

Ireland, Germany, and Singapore all have Civil Defense type organizations that we should really be copying, because the current ad-hoc approach isn't working.

They were big on making noise about it but short on actually addressing the issues in the trades with apprenticeship that were maintaining those numbers. I had a lot of friends fighting to get hours and sign-offs because employers wanted to avoid paying journeyman wages.

2/2...boomer level nonsense where potential employers and mentors are looking for apprentices who are "in it for the love of the game" (read: will accept low pay, various types of abuse, and long hours) and who aren't motivated by money. Which, in this economy, is completely unreasonable.
