I agree w/Troutski. Until CA can handle population/growth better, it should not try to encourage population growth other that select, desirable demographics expected to benefit the state as a whole. Likewise it should tailor incentives to disperse population growth.

There are only 2 real responses to housing scarcity. You can either build enough homes to accommodate everyone or start drawing up a list of β€œundesirable demographics” to exclude. I know which side I’m on.
