I agree w/Troutski. Until CA can handle population/growth better, it should not try to encourage population growth other that select, desirable demographics expected to benefit the state as a whole. Likewise it should tailor incentives to disperse population growth.
There are only 2 real responses to housing scarcity. You can either build enough homes to accommodate everyone or start drawing up a list of βundesirable demographicsβ to exclude. I know which side Iβm on.

Legalize Cafes Everywhere!
Municipal codes should allow for the operation of cafes in most residential areas to free up space for businesses who actually need larger commercial buildings.
We should legalize cafes in residential areas in the US, especially in coastal areas with a large amount of WFH. They're low-intensity businesses that can be run out of houses and they wouldn't be crowding out non-food retail from commercial areas.
