The fourth frame shows her giving a board presentation to citizens, with graphs and pictures of plants on it. She says: "Hello citizens. This is my plan to modernize the agricultural system and prevent any further plague by creating medicine [...] taxes which ..." the text becomes unreadable as she keeps talking to her captive audience.

My only speculation regarding the recent pattern of Hololive members leaving the company is that Aqua's graduation granted a socially acceptable opportunity for the talents to seriously consider whether their future in the company was in their best interest. If theres an apt time to leave, it's now.

"Disagreement with management and company direction" can manifest as literally anything and it's unhelpful to speculate beyond that. It's just corpo-speak for "we're parting amicably and it's none of your business to know the details".

Probably, once Aqua announced her graduation it put up a signal to every Hololive talent that a crossroads was approaching, and to seriously consider if they're still a match for what the corporation wants and if the corporation can still give what the talent needs.
