Boot from a floppy with MS-DOS that has the format program and then reformat the HDD. fat16 maybe for win98. If you get that done then see if you can boot straight from C

Uninstalling a few updates gives some relief but it doesn't last long. Saw a post on the Linux feed that it's at the 3% adoption mark for games. Very encouraging
