I’d go for the Finnish car racing rules, where you can spend what you like on your car but any competitor can force a sale at a fixed price. So you declare what your assets are worth and then HMRC has the right to buy them at a fixed amount over the valuation.

Thing is if you did run the government like a business, you wouldn’t be trying to make all the separate parts make a profit. You would accept losses in some areas because they lead to more profit overall. For example any big office building has a loss making mail room.
