On June 3, 2025, Prof. Perrin made the following written submissions to the Vancouver Police Board regarding concerns about alleged police quotas as part of "Task Force Barrage".
A police whistleblower alleges the VPD is imposing arrest quotas on officers in the Downtown Eastside. Here are my submissions to the Vancouver Police Board calling for an independent, transparent, evidence-based inquiry into these allegations.
