Democratic governments are able to do this in an independent manner that respects academic freedom. It's not hard. We don't need to allow higher education and research to be captured by Epstein or Saudi Arabia.

The thing is - yes it can be an 'influence problem' having universities dependent on a ton of private money (domestic and foreign) and you really want 'public interest' behind research and education - but that's why some countries fund higher education through taxes.
