The paranoid style of politics is, if not conspiracy theorism itself, along that same trajectory. But more than that, even if the speaker doesn't *have* conspiratorial or paranoid beliefs they will still engage in the paranoid style because /that's how culture works/. We are too used to it.

Zurich and Cardiff to move forward with weight-based parking charges Cities are increasingly taking the weight of vehicles into account when setting parking fees – reflecting growing concerns about safety, space and the impact of large vehicles on urban environments.

Heavier cars take more space, can cause more damage, and pose higher risks. Zurich and Cardiff will now charge more to park them.
