Objective margins for offense/defense/points/turnovers/penalties weighted against schedule have the top 3 teams as Indiana, Ohio State, and Oregon. Overwhelmingly, I'd say yes.

These are both playoff teams, especially given the underrated quality of teams in the Big XII - in terms of per play performance margins for offense/defense/points/turnovers/penalties the Big XII was better than every conference except for the B1G.
