My (Irish) wife spotted this comparison too.
The Black & Tans were largely recruited from demobilised WW1 soldiers who had drifted into unemployment and crime. They were thugs, and were hated. The name comes from their wearing of ill-assorted mixtures of army and civilian clothes - ring any bells?
