Although it's played as a drug addiction, and I guess The White itself actually was supposed to be a narcotic, the thing that Jem'hadar lacked was a necessary enzyme. Ketracel-White contained that enzyme, but also more. What they actually needed wasn't necessarily addictive to begin with.
