In Tacoma I've had good success with bringing tender fuchsias into my garden shed and letting them go dormant. I use a milk house heater that kicks in at 32° F so that fuchsias, dahlia tubers etc don't freeze.

Hardy fuchsias can definitely survive outside in the PNW lowlands.
