Competition in cyberspace: a distorted representation As more states increasingly leverage cyberspace to pursue their national objectives, investigative attention must shift beyond its current focus on a narrow set of prominent states to include all those shaping the physical, logical and virtual layers of cyberspace.

In an accompanying analysis, we make a case that investigations, analysis, and public attention needs to continue to go beyond the familiar set of known adversaries and consider how emerging actors in cyberspace might behave and affect the strategic landscape.

These final numbers shouldn't be surprising. More states are interested and investing in how they can affect cyberspace. States have had over 20 years to observe how capabilities in cyberspace can be used to exert influence on other states, as well as on the digital economy.

In #ChartingCyberspace, we visualised 134 states and territories being affected by submarine cable disruptions and disinformation campaigns, as well as the 84 involved in cyber operations (including intel, LE and spyware) and investing in new submarine cables.

Anticipating Trumpโ€™s influence on US Cyber Command The new Trump administration is likely to adjust how the United States positions itself and engages with adversaries in cyberspace. Amidst a series of geopolitical crises, the risk of escalation in cyberspace grows.

With Trump back in the White House, it's about as good a time as any to reshare my piece on how his previous tenure might inform the next four years.
TL;DR, Cyberspace became more prone to conflict as US responded to threats & this trend will continue.

The six degrees of cyber attribution A IISS six-tier framework illustrates how actorโ€“state relationships vary in cyberspace, reflecting how attribution has evolved from a practice used to identify bad actors to a political tool used to signal irresponsible state conduct.

Attribution in cyberspace has evolved over the last decade, a reality illustrated while building the IISS Cyber Power Matrix. We came up with a new framework the 'six degrees of cyber attribution' to better illustrate the variations in the actor-state relationship.
