Key word missing from this: SANCTIONS. Makes it seem like oil production failed because of local incompetence. Plus a nice quote-“these oil companies were run very efficiently when owned by outsiders, but when nationalized it failed”. Something like this was def said for India 70 years ago. Skip it.

Perhaps your first take I disagree with. I live in an EE EU country, id cards are the norm, and as long as the state has the power to ID us, I see no problem with specific documents for that. Like with drivers licenses.
