No, they saw the federation prioritized honoring who they are. And it was an actual Kingon's idea. They do symbolic battle on many occasions. Worf's wedding, the Klingon festival, him letting Gen Martog win. The whole point is who are we to judge for someone else what is and isn't pandering?
