And of course Margaret Atwood, especially Handmaid's Tale and the Maddaddam trilogy

Jasper Fforde is closer to Douglas Adam's humor, but books such as The Constant Rabbit and, of course, Shades of Grey (no resemblance to similar sounding titles whatsoever) question society and follow (reluctantly) rebellious characters railing against oppression and discrimination

Ben Aaronovitch's Rivers of London series might be to your taste. It has a magical element and touches on culture and belonging.
