I don't think any country without compulsory voting is truly a democracy, at least by a first principle definition. It is a partial democracy at best.

Government is not elected by all the people, but only those with the privilege to vote.

Which is more of a plutocracy, or at first, an oligarchy.

Here in Australia we have compulsive voting in all elections. People are held responsible if they do not vote. Just a fine if no valid reason. Personal and mail and absentee ballots are available for all. No reason not to vote.

If I had the time and ability, I would have stopped right in front of them in the bike lane, called the police, and waited right there until they came.
