Commentary: It's not just Latinos. Supreme Court says all brown people are suspicious Latinos were called out specifically in the Supreme Court ruling allowing immigration officials latitude to stop and question anyone. But the ruling goes far beyond one ethnicity.

There are ~43 million people in the U.S. speaking Spanish, over 10 million of them are in California. Let that sink in.
The legalisation of racial profiling in LA will, however, not stop at Latinos. This racial horror will haunt every non-white person in the US. This is just the beginning.

Yes, they are, unfortunately. The Spanish and Portuguese systems are also Open Access from the outset. All journals are region/state-funded and hosted by university departments or research institutions (e.g., CSIC in Spain). A non profit, better and fairer system!
