Yeah, it's kind of the worst of both worlds currently. Required to provide a public service but expected to do it profitably, without subsidy.

It doesn't have to be structured this way, and has been structured differently at other times. But right now it's designed to support itself and if that's not working it's a legitimate issue.

It's particularly weird in talking about the USPS, which is in fact currently structured as a self-supporting enterprise that should be making money. It is actually a problem that it isn't!
