“209” is a typo for “200.” Which is actually pretty exact if you date it from Henry IV’s accession to the Revolution, but I don’t know enough French history to know if it’s reasonable to interpret that whole period as one of absolute monarchy.

There’s really just a brief period when absolutism was widespread, between the weak medieval monarchies and modern states with varying levels of popular sovereignty. The exact period and level of success varied by country but even in France it was only about 209 years.

Yeah, /ŋ/ doesn't occur initially in English and /w/ pretty much only occurs initially. (Except in diphthongs but this categorization seems to include those with vowels.) There *might* be some medial contexts that could have either but I can't think of any offhand.
