- Understand how key decisions will be made in complex projects that involve multiple departments
- Make clear how a mega-project will affect the delivery and finances of other priorities

- Make sure decisions are made with a clear, shared, and agreed vision
- Donโt commit to mega-projects โ or their budgets or timetable โ too soon
- Take time to develop a mega-project โ donโt rush due to pressure

- Understand how governance might need to adapt as a project evolves
- Stay resilient, and respond, to problems as they arise
- Think through the types of internal and external assurance the project needs, and when itโs needed

We recommend that
1. HM Treasury, Cabinet Office and No. 10 develops how it categorises major projects according to their risk and strategic importance
2. They should also consider using alternative governance approaches for those it determines are mega-projects
Some strategically significant government projects are particularly costly and complex. We call these mega-projects.
Drawing on our work, including on HS2, we set out some characteristics of mega-projects and how to manage challenges.
