I want to say that Paper Mario 64 was in development around the same time as Mario Kart 64, but since Mario Kart 64 was released a couple of years before Paper Mario, that seems unlikely.

Also relevant: there is a Toad named Little T in "Paper Mario 64" who writes a letter to Mario. You can read it and view his picture (he's training in karate gear) when you go to the post office in the Mushroom Kingdom early in the game.
