LAPD Responds to Kidnapping Call, Discovers Federal Operation NR25129ma
June 25, 2025

LOS ANGELES – This morning, around 9:10 a.m., Los Angeles Police Department officers and a supervisor responded to a 9-1-1 call reporting a possible kidnapping in progress near East 9th Street and South Spring Street. Initial comments of the call indicated that several individuals were attempting to detain people without identifying themselves, prompting concerns from bystanders.

Upon arrival, the officers and supervisor saw that the crowd was growing increasingly agitated and spilled into the street, creating a volatile situation and a significant public safety hazard due to traffic and congestion in the busy downtown corridor. Officers requested additional units to manage the escalating scene and ensure the safety of pedestrians, drivers, and those involved in the operation. At one point, a partially handcuffed woman approached and stood near a LAPD officer. After several minutes, a Federal agent approached and assumed control of the woman. LAPD was not involved in her detention or arrest.

LAPD’s role was limited to maintaining order and public safety. Officers remained on scene to de-escalate tensions, move pedestrians out of the roadway, and allow emergency vehicles safe passage.

The Federal agents did not notify LAPD of their planned enforcement activity in advance. The Department responded based solely on the initial radio call reporting a potential kidnapping. No arrests were made by LAPD.

Consistent with long-standing policy, the LAPD does not participate in or assist with civil immigration enforcement. Since 1979, Department policy has prohibited officers from initiating police action solely to determine a person’s immigration status. LAPD’s role remains focused on public safety, crime prevention, and community trust, regardless of immigration status.

Any questions regarding the arrests made at the incident should be directed to the Federal government.
