Water is used for refrigeration. You can just not evaporate the water. Or whatever refrigeration fluid/environment fluid you use.

Oh that makes more sense. Obviously where the boundary is makes a difference. The city proper where I live is 1.5M, so yeah, we only have 2.5 times as many public pools.

On the other hand "public pool" there is more like "recreational resort including a pool". Many of those have serveral pools.
