Say you have a stat range like D20 that goes from 2(-4) to 18(+4) you could make it 2(0) to 18(+8) and adjust all your target numbers up by 4. To players this can feel better because while a low stat is still a problem it does not have the feeling of a direct penalty on it anymore

100 percent true. It also really gives that comic book vibe. You can have random stuff but got to mix in those returning villains to push an on going story. Also make a few other heroes for background stuff and the occasional team up

GM Tip: When running supers, build a rogues gallery of recurring villains. After the first defeat, they come back with new tactics, grudges and team-ups. Personal vendettas make for better stories than random threats.
