I don’t think the primary motivation is because green energy is cheaper, China is does not bow to capitalism like the US.

It’s not one or the other but a balance of both. Too many regulations have been eliminated with simplistic thinking that the market solves all problems.

Some things are better left to the government where profit can be ignored. Other things need heavy regulations to keep things in check.
