Neo didn't even get a trailer in the June summer blitz outside the JP Nintendo Direct. And this was a month before it was set to release. Shock of all shocks, /no one knew about it/.

But as for X on the PS2/Gamecube, Zero on GBA, and ZX on DS? I didn't know they even came out unless I saw it on the back of a magazine by chance or saw my friend playing them. Not a single commercial on Disney, Nick, CN, FoxBox, ABC Family, or KidsWB.

I honestly think they just expected Star Force to coast off Battle Network's fame. They had the first thirteen episodes of the SF anime air once as a special block marathon, put them on CN/Toonami's streaming service for a bit, and that's it.

I'm not sure where the "oversaturated the market" thing even comes from for why Mega Man's crash occurred. The big problem to me, was that X, Zero, ZX, and even Starforce had absolutely no marketing while Battle Network had a weekly anime and constant commercials for it.
